2009-10 State Housing Policy Priorities
- Protect the Affordable Housing Bond
Ensure that Part E of LD 1485 is kept intact and unchanged.
STATUS: No changes have been made or publicly proposed to date. - Protect the HOME Fund
Work to keep the HOME Fund at the funding level established in the biennial budget approved in June 2009.
STATUS: No changes have been made or publicly proposed to date. The HOME Fund is expected to receive $6.5 million in FY10. - Ensure Timely and Effective Implementation of the Affordable Housing Bond
Provide recommendations and assistance to MaineHousing and engage in the planning and program development processes.
STATUS: MAHC has met with and provided recommendations to MaineHousing regarding implementation of the housing bond. Particular assistance and facilitation has been offered with regard to the development of a new mobile home replacement program. - Participate in Resource Allocation Processes
Provide recommendations and assistance to MaineHousing in its revisions to the LIHTC Qualified Allocation Plan and the establishment of the state’s National Housing Trust Fund allocation plan.
STATUS: MAHC submitted a brief letter of recommendations with regard to proposed QAP revisions, but is generally leaving this role to individual members. The National Housing Trust Fund allocation plan process has not yet begun, as HUD has not released the program regulations. - Support Efforts to Defeat TABOR II and Excise Tax Referenda
Participate in statewide campaigns to defeat both initiatives, which could severely and negatively impact funding for social investments such as affordable housing.
STATUS: MAHC participated in the campaigns, which were successful in defeating both ballot initiatives. - Support Efforts to Reduce Foreclosures and Stabilize Neighborhoods
Continue to participate in the work of the HOPA Coalition and work with registers of deeds to ensure the availability of improved information about foreclosed properties.
STATUS: MAHC has continued to participate in the work of the HOPA Coalition and has worked with registers of deeds to improve the breadth of information publicly available on registry websites regarding foreclosed properties as well as those in the foreclosure process.
